Where can I see powerpoints of a base?

I raided some bases without any luck.

How can I see how many PowerPoints a sector has?

You get points for killing enemy troops.  I'm not sure how exactly power points are calculated, but I do know that 100 power points isn't very much, so you should only need to kill a few units to get it.  If a sector is empty you won't get any points for raiding it.

I recomend taps sites. Hitting tap sites is the generally easy way to grab quick small bits of PvP. It also works towards one of your daily missions :)

Just be careful, some people like to leave more troops than you can handle on them :P

Power points are directly related to the power units stationed at a Sector/Deposit/Tapsite etc. Therefore, send your drones > get the report > Calculate the "BASE Power points of the units found in the report (do not count cyborgs) > That should give you approx power points, however, remember, PvP calculations are different from what you calculate. 

There are few other precautions you need to care about: 

Player power points will be different from yours due to various upgrades and items attached to Hero, Artifacts, Serum levels.

Therefore, when attacking, put your best foot forward.

It may look like a tutorial - as mentioned by you- however, all that I keep in mind while posting info/suggestions for those whom I can help, is just to be elaborative so their quest for an appropriate answer is over.
