How to increase Recources permitted by their carrying capacity?

I send my offence forces to raid a base. It says I have a capacity of  74217


After raiding a base 

Why my units only returned with 13% of resources which is only 9674 instead of 74217?

When I recon the base it showed more then 80000 resources and this is the first ever I raided this base.

Their bunker may be a high enough level where it protected most of the resource.

A fully upgraded bunker can protect up to 50K of each resource from being raided (150K total), so since there are only 80K resources there, it's entirely possible that their bunker protected the resources you couldn't raid.

Yep.  You only raided what wasn't protected by his bunker.  It doesn't matter what the carrying capacity of your troops is if he doesn't have the resources available for you to raid.
