From what I have seen, they are not blocking IP addresses, but load balancing them - as you allude to. It feels like this is true at major load times, updates to updates going out (silently), new day, varmint arrival time. It is not consistent.
- It feels like the CDN (Content Delivery Network) it the one doing the rejecting / limiting. And/or this is what you see when the CDNs are mid-update, themselves.
A day'ish or more later, it all resumes working. (Thus I suggest limiting, not blocking.)
Opera (browser) includes a free VPN within itself. Perhaps useful to have to hand during these situations.
Of course, the common per country VPN access point can itself be limited in the same way. If this occurs, as the OP noted, look into VPNs and find one that has multiple servers per country selectable.
You don't actually need a VPN, a proxy server is all that is needed. (Some VPN providers include proxy servers too.) In Chrome (and thus Chromium) at least, there are browser extensions you can load to manage this. e.g. Once installed, click their drop down, choose a country to come from, press F5 to refresh your page, and voila. [If same error, rinse, repeat, choosing a different proxy server.]
There will be VPN equivalent apps for phones.
Consequence: The bank offers can start to be priced in a different currency. :)
