The annonce was not so clear as to where it has to be build, I cleared a spot in my castle (house/Infirmary/barrack) it was not proposed.

The tribunal is part of the citadel, not part of your town. If you are part of an Order with a citadel, click on the citadel and enter it. You will find a spot towards the bottom of the citadel center where you can put a tribunal.

The tribunal removes dead cities around the citadel. If you do not have a citadel and you don't like your neighbors, then move using relocation, lol.
