9: 125 (Lewk confirmed.) Others confirm needed 130.

Need - <#> amount of:
- +500% Increased Offense
- +500% Increased Defense
- +3,250% Troop Increase
- per level
- usually gained within "Dominion Ruins", but also from opening Lord's Coffers upon raising your Palace level (beyond 35).
- Activate <#> Boosts.
- Wait (we think) for activations to expire plus 3 hours, for achievement to actually land. (Remember, log out and back in.) Many hours between activation and actual awarding have been mentioned.
- boosts must be newly acquired since game update / last War Devotee level awarded.
= [... any items already in inventory do not count towards "use" <#> total ]
= jot down how many of each boost you have upon level being awarded. Acquire and expend <#> more of them for the next level.
- can do other things (like take advantage of the boosts you've just activated) in the mean time.
- trigger is expenditure of boosts, so once activated you can begin accumulating for the next level. So, don't open Lord's Coffers until new level awarded!
- if level not awarded after a few days, try 5 more of them. Have received trusted reports that doing so worked, i.e. Total <#> used is cumulative - don't have to use 70 more again, for example on level 7, only need to do the 5 more.
