Is there a way to increase your ten raids, given on a daily bases?

You can get more from the paragon level as it goes up. 

Hi Moderator. Not sure what your answer means. I sometimes get 15 on a Monday and then ten a day. I sometimes get ten to start with, not 15. Then this week after my question posted here I get 39 on one day. I my effort to get in top 100, I see guys getting huge loads of raids, equal to their raids points of ten mil. If you were right there would be an even spread. This how Casinos operate. But there is no even spread. One guy gets ten million the next 8 and the all of us morons slip into the 7's and 6's. I have personal friends in level 130 and they do not get so many raids, and I will not name them. Can you explain please? To  put the question in better perspective, at this moment, a guy with level 95 is able to get 20 million plus points while many on his level below his mark can only achieve 10 mil plus. I find this hard to understand. You should elaborate in detail, since I put a lot of time into this game and need clear cut answers to achieve best results. Thanks.
