As far as setting required rank, it doesn't appear to work. I have had my required rank set to either 25 or 20 and continually have neophytes showing up below those levels. Why?

Furthermore I notice neophytes advancing to recruit on their own. What triggers this?

The level you set doesn't affect on the Academy. Neophytes of all levels will be able to join despite of the level requirement. 

If a neophyte is active in the game, he will be automatically promoted to the main cast. If you move him back to the Academy, he will be automatically promoted again.

But if a player was inactive for some period of time, he will be kicked out of the Academy.

Under the the game guide for League Academy it says you can raise the level for applicants. So what does the required level control?

Additionally I see there's an applicants button under members that has a requests tab, but how is that supposed to work? Haven't seen an apply button when trying to join league. It seems the academy cancels this out. Either you get in to academy or can't join.

1) You can joint the Academy if there are empty slots.

2) If the Academy is full, you can send the request to join a League.

3) If you don't fit the level requirement for that League, you will be unable to send a request. However, you will be able to join the Academy.
