I don't know if they will intend to do something in this way because they already have some options for these : from time to time are special offers with big discounts which affect all features you are finding at Black Market (there are exceptions too like Guardian Keep skin)... So as long as these offers exists I don't know if they will make something special....

Uh, what about students on limit budget, or just people being poor, or people from a country where wages significant lower than other countries. This will never happen. You playing a free to play game where spending is optional. You don't have to spend anything, and if you can't afford to, then well, you have free to play right?

Yeah I don't see that happening any time soon.

It's an interesting question, but I agree with all the above comments. 

We already have different Offers in the game and they're made for all players. It won't be fair to make some special Offers for certain groups of players based on their real-life statuses and positions.
