New leagues can be expanded using resources. Right? I watched my previous league get built up from 20 to 150. We sent resources to the marshal to help him expand it when it was small. At a certain point, that maxes out and you must expand with runes of fealty, a much slower process.

I started a new league, but there is no option anywhere to expand with resources, or sapphires for that matter.

What am I missing? Where can I expand the league? The expansion tab simply shows me that "no runes of fealty have been applied."
