One small error
It needs to be changed to "Please note: If you attack a League Fortress that is more than one Tier lower than your own, you will not be able to capture that League's Flag."
and an explanation of tournament tiers would be useful - many players found this very confusing.
I would also like to know what happens when multiple leagues finish with the same tournament points. It seems VERY unfair that top ten positions were awarded at random, yet leagues with exactly the same points were given 11th, 12th, 13th and 14th place
No tournament should be designed to allow ties with no tiebreak rule.
In the event of a tie, extra points will be given for successful spying missions against enemy fortresses - something like that?

As a captain in a top 3 league, I know that position came from 2+ years of amazing stewardship and growth of the league, 2+ years of amazing decision making, 2+ years of navigating the muddy waters of diplomacy, 2+ years of learning every nook and cranny of the game mechanics.
For that to be at threat from a single unbalanced event that could render everything my entire league has worked for years..... Lost to ppl who exploited 1 event.
Explain to me why that is a good idea?

And yet the status quo has the same top teams always on top. That is not strategy, that is stratification. Over the years the MMO game I enjoyed the most was not one long never ending evolution like Farmville or Stormfall, but had rounds. Just as here, everybody starts out the same level. Some players join the game later and have safety from attacks for a while while they get started. The main difference though was the limited time duration of the rounds; they varied between 3 to 5 weeks on the Pro server and 2-4 months on the casual server with much more restrictive attack limits and slower build times.
The result was that while the really good, experienced players and teams had the advantages that skill and knowledge of the game mechanics provide, There was an opportunity for other, newer players to learn the game, get better, and in future rounds to come out on top in the rankings. They could do this because they were trying to catch up and compete against others with a years long head start on them. The top 5 or 10 places in the team charts depended very much on skillful management, good leadership, and the cooperation and dedication of the team members. If players got bored or busy with other pursuits it would give newer teams an opening to take the win. In short, being a top team depended more on leadership than on longevity.
