Seeing very HIGH level players, blitz around on the map and wreck havoc and then blitz away again. The cost should been much HIGHER + have a cool down to use, so they would be voulnerable for retaliation, before get out of harms way again.

Or flush the precision version down the toilet period.

The Gateways do have a cool down, it might be rather short though ... 5 minutes. I do think this can be put higher, with the same reason you said.
