I would choose the Sapphires and help my league develop. We are not powerful in resources but what we lack there we make up for in teamwork and new friendships. Our leader spends most of his time teaching those of us who are inexperienced to play so we have fun even when we make some rather disturbing mistakes. (Yes, I am one of those. ) LOL 
As we are, I have no need to leave such a great group nor would I. We just want to gain enough experience and power to do more exciting things like Beacons together.

I would choose a)
I would choose the sapphire reward. My (our) league is one of the most member oriented group I have had the privilege in being apart of. Through the year I have played many different game with many different groups, leagues or clans. however this is the first one is the most membership orientated I have ever been in. personal communication between members is first rate. whenever any member has a question or problem it's not just the command staff but everyone who answers the call. All one needs to do is ask and help is offered. Anything from helping with defense, sending resources, avenging the attacks on other and giving scrolls to who ever needs without return compensation. Blue Magic will have your back. If there is such a thing as online family My league would be and is considered a family. To be rewarded the sapphire reward to give to our league would only be justified. It doesn't matter If your in one of the top ten positions on a leader board. Strength comes through unity and having your fellow members back in everything. So as far as opportunity to join the most powerful league....I'm already there.
Most of the strongest leagues are coiners, so if you have that many sapphires they'd probably let you in anyways :PWhat would you choose, my Lords and Ladies?

There isn't any strrongest league out there.
Emperors are not that good ,Destiny will die when test leave, KT is dying, Anarchy are coiners, KoK has bad mathematicians.
