How to submit a support ticket?

Ive tried to buy some random items and sapphires both of which did not go through.  To be clear I was billed but have not recieved the items.  I have gone to the support section but its just one big FAQ on chrome.  Am I missing something?

Have you tried clearing your browser cache?
