protected city not protected

Having started a new city on level 3 there is some confusion over who can attack who. A city that Is supposed to be under protection for the first few days is not. Why bother protecting cities from some players and not others? It does not make the slightest bit of sense. If you have units out they will get killed whoever hits. Also, I can hit certain cities but get a message saying that I should not hit that city or I risk losing my protection. it is very time consuming going through city after city trying to find one I can attack. either give new players new protection or none at all. Stop filling the game with unnecessary and useless rules that don't work.

it is my understanding that if you hit a city under protection they can hit you back?

I don't see what's wrong. When you arrive on the game you get protection time to progress. If you reach level 30 I believe, before the end of protection, you lose it, since you are considered a fast-moving player who will be powerful. You also lose it if you attack someone who no longer has this protection.

Practically the same for for total protections.

Indeed, protection can be removed if you perform a hostile action against another player. This is done to prevent people from being able to raid and attack someone without giving their target a chance to retaliate.

The question is why protect cities if they can be hit while under this so called protection? It does not give new players the chance to build up units if they can be attacked from the get go. I am not at level 30 and am not a fast moving player. However, if I try to hit a city while under this protection I get a warning not to attack it. It doesn't matter if this city is a level 2 or 22. There is no clarity nor consistency to this rule and it certainly doesn't work in a fair way. Please clarify this rule.

The protection time does not stop you from being attacked. I have been attacked while under this so called protection. However, whenever I have tried to attack cities not under protection I have been warned not to. It doesn't matter whether it was a level 2 or 22 city. I am not a fast moving player nor am I at level 30. I would like some clarity as to why cities that are supposed to be protected are not. Some clarity would be beneficial.

So as I have said the city is NOT protected. Protection should be full or none.

A City is protected unless you perform hostile action. This is done to prevent players from abusing it and attacking their enemies without any chance of receiving retaliation.
