4 (4 arrows) + 5 (5 arrows) + 21 = 30

5 - 2 + 21 = 24

4 + 1 * 21 = 25

Answer ? = 25

                    4+5+21=30

                    5-2+21=24

                   (4+1)x21=105

25, based on the standard rule of algebra that multiplication is done before addition. But the quiz is technically ambiguous, since there are no parenthesis to clarify if it is (4+1)x21 or 4+(1x21). If the former, 105 would be the correct answer.
