Not exactly so. We figured out the system first and first ones leveled capital to lv 15 or 16, but as our counterparty became short on cash we have not been able to maximize out capital level first.
Still we are pretty happy to finish building capital to max level with first coalitions that did so.
Now it is time to finish maximizing bonuses from Capital :)

Congratulations! But, don't you think it will matter the most if all the downgrades, capital upgrades wasn't exploited or co operated with others for 0 looses? Because I have never seen stronghold attack anybodys' pan that wasn't arranged...
