It's a thick ribbon occupying the whole witdh of the screen bottom, Alyona.
Archon, it is not a bug, and it's meant to be seen. You're not supposed to go on without acknowledging that you have read the message.
Just click on the "OK" button at the right end to acknowledge and it will close and not show again.
