Missing Quests
I seem to be missing quests. The quests that say "Upgrade Forge to Level X" mine stoped at level 13, any ideas.

So from level 14-20 there are no quests then am I right to assume then they pick back up.

Hello Archon,
You're right. There's no building quests above level 13.
However, the agreement upgrades quests will be still there up to level 20 for all of them, except from the first Romand and Carthaginian branches (but the top Roman ones, Cannes and Rome, will be available).
