Hello everyone, a local rival and I have been escalating a war of attrition between us for the past several months. For a while I had maintained the upper-hand, as he had given up on holding cities, but now I have been discovering his cities in far-away areas.

Not that I know of, no. Perhaps your foe has a preferred region where his or her protectorates are not under constant threat of being liberated, so that might narrow it down a tad, but you'll still be searching for a protectorate in a haystack :-). On the other hand, he (or she) cannot be happy constantly reinforcing and resieging far away cities, so you have already landed a victory of sorts :-).

To keep track of an individual player, add his city to your contacts list. Even if he teleports, you'll still be able to find him, he'll have no place to hide. :)
If you've been attacked by someone who's member of a coalition, just click on his coalition logo and you'll be shown his coalition home tab. There you can click on the "Warriors" tab and browse the whole list.
However, there's nothing available but your eyes and the map to locate their sieges.
