Hi Archon Agesofman 

if you are signing speed boosts attributed to the training of units (example scout training speed) this shortens the amount of time it takes to train a scout 

if you are signing speed boost attributed to the signing speed that shortens the time it takes for an agreement to be signed

if you are signing a speed boost attributed to a specific unit type (example Swordsman speed) that makes the units travel fast to a target

I was specifically asking about the "Signing Speed" boost.

Does this boost the speed at which the academy takes to do an upgrade?

OR

Does it boost the speed at which agreement upgrades are completed?

I think I understand you to be saying the latter but I just want to be absolutely clear on this.

I will say though I never bothered upgrading mine as I prefer to upgrade my units speed and building times 

AFAIK signing speeds will always apply to agreements since Academy scrolls are studied, not signed. See also the SWOE Wiki.
