Unnecessary extra screen added. Please take it away again.

When someone sieges a city in order to get to the menu to send troops to liberate it or scout it, you first have to waste time seeing the war council screen and then close that window before you can get to the window that you actually need to pick troops, which wastes time and makes it harder to catch someone who hasn't yet recalled the offense in the siege.

Please put it back the way it has always been until very recently

Also fix the zoom in problem.
