Sorry, I've completed the upgrades on that building and couldn't even give you the resource and sketch costs for the last level. Perhaps someone here kept better notes than I did :-).

Apologies, I thought you wanted the cost per level since you asked for the "cost per level" :-). All upgrade bonuses for buildings are listed under the "Bonus" button.
