Phylarch Agreement Skill Not Working Properly

I recently noticed the Phylarch skill for agreement updates is not working properly. In fact, it is INCREASING not decreasing the time required to complete an agreement. 


Observation: I clicked 'update agreement' for Argos. I noted the time to completion. Then I opened my Phylarch page. I clicked 'activate' to add my current +17% agreement skill bonus over a 3 hours period.  I noted the time to completion.  At that time, the time to completion would be Monday 1:02AM local time.  I doubled checked this to be sure.


Next,  I re-activated the Phylarch bonus later a second time (again +17% for a 3 hour period).  However, when I checked the time to completion, the new time was Monday 1:47AM local time.  Shocked, I re-checked this again to be sure. Same result.


It appears the time is increasing not decreasing as it should. I assumed I made a mistake somewhere, but after rechecking, I can;t see where/how.  


Could someone please look into this or let me know what I am missing?  Thank you.

I just checked this once more. I  activated the Phylarch bonus again (same as before: 3hr, +17% agreement  bonus). The time to completion has INCREASED not decreased (now Monday 2:10AM local time).  There is definitely a bug here.  In other words, the skill is doing the opposite of what it should.

I checked it, got troy ticking away, took note of agreement time left then activated phylarch and it lopped off 4-5hrs. Probably not what you want to hear, but it worked ok for me anyway.
