Playing on all 3 servers. When visiting pans i can see what members  are present in the pans but not the capital. I understand that the Hegmon sets the privileges.  I did not necessarily  expect to see the actual number of units  by player. However, i did expect to see which player were present.i can see those present in a pan but not the capital. Is this a common practice? 

ok, they changed this a few months ago (and I have always either been a Heg or a Pole so am going from anecdotal information from others) at one level (used to be Centurian) you can see what is in the pans and cap but not the full stats on the stat page unless the Heg has given that right, as a Pole you get given stat access as well which is why you can not only see who is in them but also what 

so Heg/Pole - can see all 

(used to be Centurian) has changed and cant remember what to - can see who is in pans and cap but not what is in cap unless given permission by heg 

Lower - can see who is in pans, no details on cap - no details on what is in

 i van understand limiting access to cap/ pan stat to polemarchs. but i think most levels should at east be able to see what members are there

that will extend your time fighting or getting raided with more success.....oooo their watching
