The reported case cannot be classified as a bug since this is a part of the regular gameplay.

Commander, it’s for the simple reason that tactical missiles don’t face the defense bonus of your base but directly to the units she contains.

the bonus is activated if you have troops in defense support at your base.

  If you have 20 k of defense force, this contributes to the strengthening of basic defense bonuses, and the losses suffered will be lower. Bonuses work against missiles, only if you have troops defending off.

What you explain is correct with all types of offensive actions except tactical missiles.
