Depends on your gameplay style :) Each Building has its own bonuses on higher levels, so not all of them may be useful for you right now. However, if you have upgraded all buildings and your Engineers have nothing to do, you can choose at least 1-2 Buildings to upgrade when you collect enough Sketches or Drachmas.

I really like the Bunker upgrade..At level 26 all units built  go directly into bunker...No more units sitting in the "yard"..or no more over night builds  getting hit before you can put them away

commander..I have not finished all my upgrades..but I am working on them..Are they worth it..in my opinion..Yes...My intentions is to max all buildings on my base..This will take time. I know. but I think in the long range of game play, it will prove to be beneficial

Fuel silo

Increased production, but the training time of the soldiers is unchanged, so it almost does not affect the number of soldiers you have.



Landing zone

The lack of food makes training of soldiers difficult and most upgrades require large amounts of rations .

Ration = 0, the army can not move .

(I've never been zero)



Field kitchen

Storage depot

I'm currently at level 21 and see nothing more than level 20 .



Sick bay

If your defenders are at your base then this is what you need .

Helped to partially recover the fall units for free .

At the moment there is a general defense so there is no need to defend the base when you do not know for sure .



Logistic exchange

Loading dock

Increase the number of trains and payloads used for raids and convoys.

(I also do not know if the raid may exceed 100k resources)



Maintemance shop

If there are many friends to exchange, it is not necessary to increase the level .

Adjusting the amount of resources when training your soldiers will not be too short of your resources .

Almost the amount of resources used to train soldiers should also be less needed for quick exchange .



Contracting office

Commandance's office

Of course it should be fast ?!



Tracking center

A useless thing I've ever seen!

Raising up to level 7 does not help either!

Keeping the two depots is hard!

Almost on it you will encounter enemies that will kick you out of there!

Of course there will be sharks!

If you want to find the opponent then go up on this!



Radar

Upgrade or not I do not see what I need!

50% increase in depositories collection but in fact only megalodon can do!

I'm not up there because too many strong guys!



Joint ops center

Using upgrade designs to increase the number of associates does not help either !

If they are not willing to fight, it is useless !

Upgrades I have done.


Air Traffic Control- For the extra 5% recovery in sick bay ( Turns out you don't get an additional 5% free, you in fact get 75% instead of 70% using diamonds but still i guess its worth it as you may get more strategic recovered) 


Sick bay or Bunker.  ( only applies to offence UNITS ) 

If you have ever had your offence destroyed then you know feeling but to be able to recover 40 or even 50%  is never to be underestimated, it is almost an instant cure and gets you back on your feet. Definitely worth having 50% recovery...however the bonus  only applies to offence units and you will find you will very rarely need it. However it is the best upgrade you can get if you ever do leave your offence out or get hit for whatever reason. For some this is essential and for others it is not required. Depends on your game style. 


Bunker,

Yes and no, you wont get raided very often when you get into the higher ranks, and you may find your making defence and in fact would rather have defence out than in the bunker. Mixed feelings on this one. Great if you want to semi quit and you queue up your unit production a few months and then log off and come back.

Logisitics 

Check your IP and boost this first, there is a 10% boost in capacity so use these IP first ( you get plenty of these to use) , You need no more than 50k capability to get max performance.

Only upgrade as a last resort but you should be at 50k capacity and so You should only need 1 upgrade on this. 


Landing Zone - only 150 UD

For me until i get that special card for Combine first place then i need to upgrade for sure. 

Final 2 levels you get -1% and -2% ration consumption


Fuel and munitions 

You get 2% offence and defence bonus for every level you upgrade, so for some this is very good. 


 Field kitchen - only 75 UD

I upgraded as I find i have always surplus Rats after raids and i also need surplus for contract negotiation. 

Storage - only 75 UD

I may have upgraded here also as again i have always got surplus.

This is not completely correct. Only the last two levels give you 2% offense and defense boost. For example, oil derricks give 2% unit defense at lvl 24 and then an additional 2% unit offense at lvl 25 (note that it is not a combined total of 4% defense and 2% offense at lvl 25). This means if you fully upgrade all of your oil derricks and munitions factories, you will have a 20% offense and defense bonus.

Zenki, I believe it actually goes as the following:

Lvl 24 Munition Factory 2% offense

Lvl 24 Oil derrick 2% defense

Total: 2% offense and 2% defense


At level 25 the opposite gets added for each building. The description for lvl 25 does not add with lvl 24. So:

Lvl 25 Munition Factory 2% offense and 2% defense

Lvl 25 Oil Derrick 2% offense and 2% defense

Total: 4% offense and 4% defense for one pair (lvl 25 Oil Derrick and Munition Factory). Since there are 5 of each, the total is then a 20% bonus to offense and defense.

Commander..That would be a 2% offense/defense boost per ammo/oil depot..Since you have 5 depots that would reflect a 10% boost in either defense or offense depending on if you were upgrading oil or ammo depots

Underlined and changed color of the part I'm debating.

You're talking about lvl 24. At lvl 25 the Oil Derricks and Munition Factories both have 2% offense and defense boost. If you only upgraded all of your Oil Derricks or Munition Factories to lvl 25, you would have a 10% boost to both offense and defense, not or.

Commander...Let see if I can break this down to be clearer..At level 24 Ammo depots give you 2% per depot Offense boost..5 depots would reflect a 10% offense boost..Now take those Ammo Depot and upgrade to level 25 you will get an 2% defense boost per  depot..Now upgrade the oil depots in your base and at level 24 you will receive an additional 10% ( 2% per oil depot ) defense boost ,at level 25 you receive an additional 10% Offense  boost( 2% per depot )..For a total of 20% boost to Offense /Defense after both Ammo and Oil depots are leveled to level 25

it sounds like you're saying the exact same thing but I think what he's getting at is can split with bonuses you get first maybe i dont really know

Please look at my post again. Lvl 24 bonus does not stack with lvl 25 bonus. As such you get a maximum of 20% offense and defense boost.

As for the upgrade design cost, I am not certain about the numbers for Soldiers. There was a post on the Stormfall forums about the amounts, but I cannot recall it. I'll see if I can find it for you.
