Bunker protection
If a bunker is at level 50 and you have 45k of resources, why does a raider take resources from a raid. All tabs have been collected prior to the hit.

The maximum bunker level is set at 26. It protects a total of 50,000 from each resource. If you have 45,000 resources it makes perfect sense to think that an enemy will not be able to take you.
But I believe I remember that in the game tutorial, John Black explained that unrecovered resources in ammunition factories and oil derricks can be stolen.

Aye, the personal storage of each ammo factory and oil derrik is lootable. But not if it's loaded into the back of a convoy. Or invested into training men and commissioning equipment.
Thankfully, thullium is safe from raids.
