I think that would be a great idea, 21:00-6:00 is night,6:00-8:00 is dawn, 8:00-19:00 is day, and 19:00-21:00 is dusk.

An alternative I think would be viable is to save it for special occasions, like Hallowe'en .

How about weather as well? I know it is a long shot but it's worth considering. The weather affects the unit stats.
