Sir..Your Contract negotiation time will only adjust when the UCAV is active...You will have to keep the UCAV and the "boost active..In the end it should work out..unfortunately keeping the UCAV active at all times is nearly impossible so you will see a fluctuation in times...If you like you  may contact Support..Support will look into your game and can check to see that the UCAV is working correctly

What you are saying is not possible for any player as you righfully also point out. As with any other item on the UCAV deck there should be at least a pro-rata "discount" for time activated. As stated this does not happen.

thx for noticing it will have run some test on the clock myself may not be worth using if it doesn't work.
