Contract level vs unit level
Unit levels are all showing 20/32 except for the top right unit in each tab. Unit levels are not matching their contract negotiated values.

From this picture you can see that this has been negotiated to level 28
here , from where I build the unit, it only shows level 20
the unit level should equal the negotiated contract level.
I have talked to many players and all are having this issue.

Sirs...Issues of this nature should be directed to Support..Support has the technology to access your game activity and will be able to determine if there is a problem..but Support can not help unless you report it to them
