Hello!
Let me inform you that in order to build the UCAV deck, you should proceed with the Tutorial part of the game until the appropriate Tutorial Operation appears. Hope that helps!

Unable to proceed with the tutorial as it wants me to upgrade the spec ops guy to lvl 15. All of them that I have are at level 15 and even continuing to hit the flashpoints it doesn't help the tutorial to move on. And I too can't get the option to build the UCAV.

I too cannot build the UCAV Building. And continue to do the tutorial as it will permit but seems to be hung up on the leveling up a special operator to level 15. And I've done that already but will not advance from there.

My UCAV will not load.. the tutorial keeps prompting me to go to radio message from MR Black, but there is no message, and none his reinforcements at my base to send back =(
