I understand which nanopack is offensive and/defensive but can someone please explain what each nanopack does exactly?

But what exactly is it doing and what percentile is it being used against?

Nanopacks are what the nanochips comes in.
The nanochips add defense or offense to units. Nerual stim nano chip adds more offense to commandos,grenadiers, assult trooper which increased said units offense. The recoil control nanochip increases defense for paratroopers,marinesand ghost snipers which increased defense for those said unit.
Only thing nanochips do is add offense/defense to the selected units/strategic units under that nanochip.
