I know if I'm on my phone I get the Google Play store e-mail confirmations, or if I go through paypal then paypal sends you a confirmation.  The desktop application appears to have nothing.

Have you checked the famous spam folder in your email? Emails should be sent as soon as the process is complete. This usually happens when you have received your items. 

If you have multiple emails, make sure you are checking the right email linked to your account. You can double check that here:

I wouldn.t to make any screenshots of my card operations, case of compromised my personal card information by ur game services. Last operation was without information of my card at google pay EVEN. I deleted it, but ur service stole my money again. I write inaf information. Export operation in ur adress was blocked by my banker. I'm waiting while, then i will ask my lawyers to deal with it

According to a support agent, the way Plarium Play works regarding payments is it puts a transaction on hold for 72 hours. Once that time has passed the funds are charged. 

Unless you didn't purchase any offer at all, it may have been the delay that made it seem like you're being charged without your consent.

I am not getting any receipts to my email, and my email is setup in the game from day one, would like to see my purchase history before i start claiming you guys stole money from me.
