The modifications that we are working on are a bit closer to the "rework" side of things. I understand your skepticism, and hope to disprove it after the change will be added to the game.
Simple solution: just move all players who got mission Arbiter in a seperate tier and give newbies some growth space.
Thank you for your suggestion. Dividing competition by specific criteria is something that we want to avoid, but it is definitely a significant talking point.
