What is best strategy to raid for resources?

I know one can go after Treasure islands but you get attacked quickly by big level guns as soon as they scan for occupied treasure islands.

What is the best strategy to attack other havens?  How do you ascertain which havens are relatively inactive so that they are not likely to retaliate? How do you find havens that you can blockade safely, and collect resources?

I know some of this is just a general sense, but please impart some hard earned tips and knowledge on best strategies.

I also get the obvious -- stay away from raiding levels way above you and stay away from raiding members of nasty BHs.

I screen shoot diaries and stick them in a folder to keep my desk tidy. For an easy way, dig out snipping tool which comes with Win 7 and above. Win 10's tool has extra features. Name them and check back in a week. If an inactive, send out scouts. Never know what may be sitting in a haven.

Look around the map, write down experience of the havens that you like, do the same in 3-4 days, see whose didn't change (much or at all).

Also, most of the blocked ones are inactive (or alts of their blockers), but the blockers won't be happy if you hit them.

Blocking someone with minor force (a few Bombs that you recall and a few Bonnies to hold the block, for example) is a good way to find out when that person was last logged in (in your "Territories" and "Garrisons" lists, some time after blocking).

Keeping a few good blocks is also good if you find partners to hit and keep them too, while sharing theirs with you.

Work in equates to work out.  Spend a few weeks just scouting in all directions from your haven.  Break it into quadrants and scout anything that looks attractive with in your preferred search radius.

A dead blimp is a no go, but you will find hundreds of easily raidable targets by doing this for three to four weeks.

Put results into a spreadsheet, find the best fits to develop a schedule, put 13 targets per day across eight days' time.  Work the schedule.

I scout all over that doesn't take to long...

use SOLs to raid ... most times if its blocked they leave defense in them

so i dont use daggers much

using daggers is hit or miss when it comes to a single unit defending. Like a dark corsair has the ability to take out a dagger.

If you want the fastest ship possible though use schooners they're the fastest unit after daggers. Also be sure to apply pearls to increase that speed. Capacity though is less by a bit more than half as well as offensive strength.
