I have some 1 else in my house that wants to play ie from the same IP address (same computer) but different e-mail is that legal?

Technically, yes, it is legal. Accounts are tied to people, not IP addresses.

In reality, I would advise avoiding "playing as one", i.e., constantly hitting people together, trading among yourselves non-stop, sending loads of resources and sketches for free,... y'know, playing as if you were a single person. Occasional cooperation, like you probably do with other players, is perfectly fine. Also, giving them some def to start with (peanuts for you, a good head start for them) is fine. Helping out a friend.

If you're just worried about the consequences, the belief around the servers goes from "Plarium never, ever bans alts" to "Plarium bans them if they are really obvious and reported many times". So, not really a risk if another person is a real person, plus you can always contact the Support and explain that you are two people. Some games require a passport scan or a similar document, but Plarium - as far as I know - does not.

If it helps any, I've had families that play together. Parent and child or Couples. Its not often people have to prove they're too separate people but that can generally be solved with an ID

  In my experience though, I'm not a fan of it when they're in separate BHs because information get leaked to enemies.
