Nah, that's just the offer they give when they activate a global revival discount. They're trying to squeeze more money from those who realised too late that they don't have enough to revive what they want. Rest assured, you'll soon get another offer with 10-14k rubies + extras for $10.

i only buy when he 20k offer is on all the other offers are of no interest to me.

The Etching offers have dropped as well, they use to be a few hundred for £5.90 now only 5x 10 and a few other bits to hide the drop.

there is a 25% discount on etchings going on now, may not be much of a discount but it is a discount on them. Better then no discount at all. good luck & pleasant sailing.
