Why Blockade so many enemy Havens?

I see capns blockading 20 or 30 havens near them, why do they need to do that?  What do you gain since you can only collect resources from the top 3 producing havens?

And since they are likely to have very few defenders on those blockaded havens, why not hit them with very few offensive forces all the time to get points?  Isn't that an easy way to pick up PVP and experience pts?

Yes, you are correct. In the top left corner of your screen you will find Deeds Most Fowle tab. Then go to battles tab. Then you will see a Liberate tab. It will give units for liberating these havens. Liberate 5000 havens and receive 100 Juggernauts. An easy way to get points and Jugs. 5000 seems like a lot, but as you have seen, there are a lot of havens blockaded by only a Bonnie Or Marauder.

To keep others from blocking and/or raiding, and those most extreme cases (hundreds if not thousands of blocks) do it to get in the weekly top 10 blockers.

You won't get PvPs from killing a single Bonnie or a single defending Marauder, but many captains see this as an act of war and can get... a wee bit vengeful. I suggest you tread carefully.

IMO, the effort of liberating 5k havens is not worth 100 Juggs, even if we ignore the wrath of some captains. Also, it should be easy enough to arrange friendly liberations (you block some havens, they liberate and reblock, then you liberate and reblock,... rinse and repeat) if you really crave those Juggs. Can be a captain in your own BH; the game is not checking if it's a friend or an enemy.

This is one of my personal hates the reason being that it takes away the opportunity for lower-ranked players to pick up valuable resources without risking conflict. The blockade ranking is a silly thing and is counter productive to the growth of the game for the above-mentioned reason. Unfortunately I can't see them changing things any time soon. Perhaps they should have a blockade tournament which would shake things up and make it more interesting - they could run a pvp tournament at the same time.
