I don't believe there is a level requirement to get them, but it's totally random, from attacking certain level havens and gaining so much resources to even blockading and collecting resources to the fun of hitting prizes ...
you just have to complete it in a timely fashion then the next one starts
Are we talking about "raid a haven for 30k or 49k", "raid 2 havens", "raid 3 havens", "liberate a haven", etc?
I've never heard of someone not having these events at all and it sounds like a bug to me. Can you, please, report it to the Support so they can look into your account? If they claim that it's OK, reply to them with a question why you're not getting these.
Please, write here if you learn from them that there are some requirements for these events.
that's what i was talking about, im not sure why some aren't getting it,
i alway assumed everyone did as you are the first to come here stating otherwise

statting that it seems to only be triggering some players in the game to be allowed to do them while others don't get the tab?
