Opici, sale offers may be launched at any time. Most of them don't have a fixed day and time of launch. Follow updates in the game

Opici, actually, it's not a rule that the discount on Sketches appears every 4 weeks. It may appear anytime. Af far as I can see, the discount on Sketches was available in the game this Monday-Tuesday. I hope you noticed it and took advantage of it.
